Why? Because it's a video game turned to a movie, that's why.
Just be glad you guys haven't played Street Fighter The Movie: The Game, yet.

But the thing is that the movie doesn't remotely even reflect what the game is about... -_- I mean... that's the LEAST they could have done....

Well, I only played 2, so I dunno how it all started with 1. But basically each character had their own origin, and their own reasons for going on their quest, or seeking out another character.
For instance, one character wants to kill another to achieve revenge. Another character wanted to kill the 'boss' character in order to gain a special medicine for his daughter. One character apparantly had amnesia and had broken out of some kind of mind control... thing.. I'm not sure what that's about though, probably continued from 1. It's kind of a spiderweb of different stories that become entangled and tie in together as you play.
Granted, it may not have made the greatest movie, but it would have been cooler than that. I mean, at least Street Fighter had the general plot going for it.

I supose they didn't want to make a movie about 20 seperate side stories.
